Every Sunday afternoon teenagers who like dressing up in mad costumes come out to meet each other and be seen in Harajuku. They are known as 'cosplay girls'. Not all of them are girls though. The 80s Goth / Flock of Seagulls' look seems to be quite popular this year along with the day-glo manga character and nose bandage.
